This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE:At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: analyzing, developing, managing, or improving voice communications systems, and the procedures and requirements that demonstrate knowledge of current developments and trends in telecommunications concepts and technology.

EDUCATION: Successful completion of at least three full years of progressively higher-level graduate education leading to a PH.D. or equivalent doctoral degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. You must include transcripts.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.
Physical Demands: Approximately twenty percent of this work is sedentary, performing office tasks and typing at a computer workstation. The employee is highly active in the maintenance, operation, design, and inspection of various radio sites throughout Denali National Park and Preserve. Bending, lifting, moving equipment, hiking, and tower climbing are commonplace. The employee must be able to obtain on the job and maintain industry tower climbing and rescue certification. Region 11 towers vary with heights of up to 120 feet above ground level. The employee may be required to work varied hours on a schedule that is responsive to public safety emergencies.
Working Conditions: The work is performed partially in a shop environment setting that is climate controlled and well lighted. The outdoor work varies from very warm to subzero temperatures in remote mountain environments and may take place on rooftops, somewhat unstable mountaintops, and towers in icy and cold environments. Most common mode of travel to the park is driving. Within the park, the most common mode of travel to a majority of the work sites is via helicopter. Helicopter Crew Member and Helicopter Manager with Hazmat certifications are required and must be obtained on the job and maintained. There is frequent travel during the off season for meetings and to conduct training for park personnel.
The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
