In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions, Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. EDUCATION: Successfully completed PH.d or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described above but at least two years of progressively higher-level graduate education and have not obtained a Ph.D. or equivalent graduate degree. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in applying information technology (IT) security principles and methods, IT security products and services, and methods for evaluating, implementing, and disseminating IT security tools and procedures.
2. Knowledge of and skill in applying technologies in use within the organization such as Windows NT, Internet Information Server, and SQL Server and ability to recognize and analyze problems, conducts research, summarize results, facilitate process improvement forums, and make appropriate recommendations.
3. Knowledge of and skill in applying information system functions, techniques, and capabilities including programming languages and techniques, relational database principles, system administration, computer hardware, and network operating systems.
4. Knowledge of and skill in applying programming languages such as ColdFusion, JavaScript, XML, and Visual Basic and knowledge of and ability to apply procedures, requirements, regulations, and policies.
5. Knowledge of data and process modeling methodology and skills in applying databases such as MS Access, SQL, and Oracle 9i and ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives.
6. Ability to communicate effectively both orally and in writing sufficient to clearly present information through briefings, reports, presentations etc. and ability to execute disaster control and emergency war order/contingency plans.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
