As a PROGRAM ANALYST you will be responsible for the following duties:
- Meets with Product Owners, Stakeholders, managers and development teams to define overall goals and objectives in order to support automation of organizational workflows into DCSA's enterprise software systems.
- Exercise a high-level of autonomy in establishing objectives, priority projects and deadlines, as well as planning and executing tasks while keeping leadership well informed of major developments.
- Manages and administers program/project resources to plan, direct, organize, analyze and monitors the project from inception to completion/transition to the functional owner.
- Monitor and control costs, schedules, performance and risks through use of Integrated Master Schedules, Work Breakdown Structure and Critical Path.
- Responsible for initiating, managing and facilitating Enterprise Integrated Project Teams (IPTs) and Working Groups that consist of subject matter specialists.
- Responsibilities include serving as a liaison to and coordinating with key functional stakeholders involved with mission and enabling activities to further agency initiatives. The incumbent is not responsible for the execution of cyber security activities but instead for the identification and organization of activities which shall be performed by resources operating within the required cyber security skillset/expertise.
- Represents the PMO, serving as the primary point of contact with project sponsors, contractors and internal/external stakeholders, for communicating progress, development difficulties and failure/success of the developing activity to the Deputy PM, PM and other major stakeholders.
- Assist the PMO and other team members at Program Review Boards, Quarterly Program Reviews, DCSA governance council meetings, conferences, etc. with issues pertaining to programs/projects.
- Prepares plans and schedules for various phases of projects, both short and long-range as well as ensures that plans are consistent with Service goals, schedules and policies.
- Ensures the Configuration Management/Change Management process is utilized to prevent unauthorized and unplanned changes and abide by all Agency policies that impact product development. It is the responsibility of the incumbent to identify potential risks and issues that may arise during the program/project lifecycle and to execute the appropriate solution or corrective action.
- Prepare and present reports and briefings to PEO leadership and other top-level DCSA managers on significant issues.
- Assess current products, processes, systems and tools to identify modifications and updates.
- Formulate advice based upon the analysis of data for both apparent and inferred trends, patterns and information.
- Conduct analytic research and facilitate a range of projects to evaluate efficiency and to assess the optimum allocation of resources to achieve overall agency goals.
- Evaluates financial and technical inputs and makes recommendations related to proper course of action.
- Develop and analyze viable courses of action to address emerging and unexpected situations impacting mission execution and performance.
- The incumbent performs other duties as assigned.
- Integrate initiatives and projects under the PMO, including a variety of duties requiring application of many different and unrelated processes and methods to a broad range of activities or to the in-depth analysis of issues.
- Incumbent must consider the impact of new avenues or programs and explore whether they will increase customer utility and general effectiveness of products and services.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience researching, organizing, conducting, and managing complex projects, interpreting business requirements, testing and training of developed information technology products, and policy interpretation. Knowledge and experience with data gathering and analytical techniques. Experience planning strategies used to implement projects and programs.
Specifically you will be evaluated on the following competencies:
1. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
2. Stakeholder Engagement - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
3. Customer Service- Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Note: Clients and customers include any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government.
4. Performance Management - Knowledge of performance management concepts, principles, and practices related to planning, monitoring and rating performance.
5. Change Management - Knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.
Substitution of education may not be used in lieu of specialized experience for this grade level.
