Security duties:
- Initiates Background Check Questionnaires to determine suitability in Electronic Questionnaire for Investigations Processing (EQIP) via the NP2 portal and works with applicant to review for completeness.
- Processes background investigations questionnaire of all non-appropriated fund employees and contractors before submitting to region for final review and release.- Reviews paperwork for proper completion and identifies any errors or missing data prior to approving for entry into the electronic background check system (EQIP).
- Accesses and uploads all required forms to CNIC Central Suitability Office (CSO) Information Technology (IT) Solution for applicants going through the background investigation process for childcare.
- Contacts the Region Security Specialist to determine if an applicable Background Investigation is on file and if so, requests the date and results of the most current investigation on file.
- Works with Region Security Specialist to determine what unique investigation requirements exist for individuals based on each applicant's unique circumstances to include individual state requirements so that a complete background investigation package can be compiled.
- Sends queries to military installations for possible security or other adverse information (e.g., drugs, alcohol, etc.).
- Works between applicant and CNRJ N9 Security Specialist to complete all required paperwork for each applicant's unique background investigation requirements.
Human Resources duties:
- Assist with processes the full range of personnel actions for craft and trade and pay band NAF employees covering a variety of occupations.
-Examines request for personnel actions, verifies all entries by performing a procedural and technical review of proposed actions to ensure correctness of entries and cited authority.
-Processes new appointments.
-Interviews employees to obtain data to complete appointment forms or instructs employees in completing forms (e.g., life insurance, health benefits registration, designation of beneficiary, tax certificates, etc.).
- Processes Requests for Personnel Actions (SF-52s). Ensures supporting documents are complete and attached to SF-52 (e.g., job descriptions, set of duties, etc.).
-Provides assistance to customers on applicable procedures, instructions, and regulations. Monitors status on pending actions. Provides information on status of personnel actions to operating officials.
- Conducts new employee orientation. Provides brochures (e.g., health/life insurance, standards of conduct, EEO, etc.) and explains retirement provisions, hours of work, leave accrual, health and life insurance options, and locations of local facilities.
-Answers employee questions. Ensures benefit enrollments are completed timely and accurately and contain necessary certifications. Assists new employees in completing required appointment forms (e.g., Designation of Beneficiary, W-4, etc.).
- Gathers background information on issues, researches current policy as it relates to the issue, and determines related trends that may impact on the issue at hand. Makes recommendation of necessary action based on research. Expedites flow of information and communications.
- Provides information on vacancy announcements to CNIC employees and outside applicants. Distributes Vacancy Announcements by mail or E-mail within area of consideration.
- Receives visitors and telephone calls; tactfully obtains information about purpose of call or visit; determines if matter can be handled personally, referred to another individual or office, or if it requires supervisor's attention. Exercises discretion in determining whether visitor or caller is entitled to receive requested information.
- Sets up and maintains databases, spreadsheets and centralized files. Maintains files consisting of reports, letters, notices and instructions.
-Types a variety of materials from rough draft or clean copy ensuring correct formatting, spelling, punctuation, arrangement, and spacing of material.
- Protects sensitive and/or private information as identified by the Privacy Act of 1994 as amended.
- Advises and ensures all employees have up to date Individual Development Plans in place.
- Prepares in-house correspondence, creates forms, types letters, runs reports, etc.
- Drives to various offices on the base to assist with HR, security, and administrative functions on a routine basis.

A qualified candidate will possess the following:
- Knowledge of personnel security procedures. (Applicable knowledge could include experience processing security clearances, conducting background checks, in-processing or out-briefing personnel, security inspections or investigations, access control, familiarity with NACI procedures, etc.)
- Knowledge of an extensive body of personnel processing rules, regulations, procedures or operations.
- Knowledge of office filing arrangement and the purpose and content of documents in the files.
- Knowledge of personnel and staffing standardized rules, procedures terminology, or requirements related to personnel action processing activities and skill in applying these knowledges to work situations.
- Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
- Skill in fact finding and researching files to find relevant information and to logically organize and report on collected information.
- Skill in oral expression to explain processes and procedural matters and provide basic program information.
- Ability to file and retrieve information and maintain suspense records in accordance with office filing procedures.
- Ability to make sound decisions, resolve problems or discrepancies based on knowledge of personnel processing rules, regulations and procedures.
- Ability to type, use a typewriter and computer in order to prepare spreadsheets, reports, etc.
- Ability to develop and effectively deliver presentations and/or training.
- Ability to communicate effectively both orally and in writing.
