The Buy America Program Manager will serve as FHWA’s national expert on Buy America in developing and administering engineering policies and procedures, technical guidance, national expert technical program assistance, and leading the development and deployment of Buy America domestic preference requirements. The incumbent may also be responsible for developing and administering contract administration guidance for Federal-aid programs.

This announcement is being advertised under the FHWA’s Alternative Duty Location (ADL) Program and can be filled in any one of the approved ADL locations listed on this announcement. Locations listed in this announcement are subject to change based on space availability.
It is possible to select a location that no longer has space available and, in that instance, the selecting office will not be able to move forward with placement. Given the nature of the ADL program, many locations are operating under desk share and a dedicated workspace is not always available.
