SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level (GS-11) in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Specialized experience for this position is defined as:
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
WORK ENVIRONMENT: The work is normally located in an outdoor environment where extreme temperatures, wind, dust, mud, snow, and rain may be encountered. The work sites are construction areas where specific safety precautions are required. In addition, the employee is expected to work in proximity to high voltage electrical equipment which requires constant attention to safety measures. When construction activity is shut down, employee works in an office environment.
PHYSICAL DEMANDS: Incumbent may be standing or walking for long periods over rough terrain during adverse weather. Stress is sometimes present when large numbers of varied activities must be performed, sometimes over several miles of construction activity, Extensive overnight travel is required and incumbent must operate a Government vehicle, and have a current and valid motor vehicle operator's license. Considerable bending and heavy lifting may be involved.
For this position, education cannot be substituted for experience.
